How we compared
We compared the publicly stated features, plans and prices on each vendor's own pricing or support pages as of October 2026. We did not do hands-on testing. Prices are in US dollars before tax. Each tool counts usage differently (responses a month, submissions per form, active forms, total stored submissions), so check which limit you'll hit first. Where a vendor's page didn't show a number, such as Typeform's free response limit or Zoho Forms' paid prices, we left it out rather than guess.
The things that usually decide it:
- Limits on the free plan: forms, responses, file uploads.
- Price per response once you pay.
- Logic and calculations: showing questions based on earlier answers, computing totals.
- Where answers go: a spreadsheet, an integration, or a webhook to your own system.
- Branding: whether you can remove the tool's logo, and at what tier.
Google Forms: quickest if you have Google
Google Forms is the default for internal surveys, quizzes and sign-up sheets. Responses show up as live charts and export to Google Sheets, and you can collaborate on a form like a Google Doc.
- Cost: comes with a Google account; business features sit within Google Workspace plans.
- Limits: design options are basic, and Google's help centre says respondents must sign in to a Google account to answer a file-upload question.
- Pick it if speed matters more than looks. Our Google Forms alternatives guide covers when you'll outgrow it.
Microsoft Forms: for Microsoft 365
Microsoft Forms handles surveys, quizzes and polls with results that export to Excel.
- Cost: Microsoft's support site says a free personal account can create up to 400 forms, each receiving up to 200 responses; paid personal accounts get up to 1,000 per form.
- Limits: 200 responses per form is low for anything public. Work and school accounts get much higher limits.
- Pick it if your organisation already runs on Microsoft 365.
Tally: the most generous free plan
Tally looks like a document editor: you type your form, and blocks become questions.
- Free: unlimited forms and submissions within fair use, including conditional logic, signatures, file uploads and integrations.
- Pro ($24/month): removes Tally branding, adds custom domains, partial submissions, custom CSS, team workspaces and no 10 MB per-file upload limit.
- Business ($74/month): adds automatic deletion of old submissions, respondent email verification and longer version history. Yearly billing saves two months.
- Limits: removing Tally branding requires Pro.
- Pick it if you want a capable form for free and don't mind the branding.
Fillout: high limits for the price
Fillout is a form builder with a free plan that's generous on seats and responses.
- Free: unlimited forms, unlimited seats and 1,000 responses a month. If you go over, forms keep collecting until you upgrade or the count resets on the 1st.
- Starter: $15/month billed yearly ($180/year), 2,000 responses.
- Pro: $40/month billed yearly, 5,000 responses. Business: $75/month billed yearly, unlimited responses.
- Limits: monthly billing costs more than the yearly prices above.
- Pick it if you need more responses than Tally's fair use or Typeform's tiers comfortably allow.
Jotform: business forms with payments
Jotform is a long-running business form builder with a big template library and payment integrations.
- Starter (free): 5 active forms, 100 submissions a month, 500 stored submissions and 100 MB upload space.
- Bronze: $39/month or $408/year, 25 forms, 1,000 submissions a month.
- Silver: $49/month or $468/year, 50 forms, 2,500 submissions. Gold: $129/month or $1,188/year, 100 forms, 10,000 submissions.
- Limits: the free plan's 500 total stored submissions fills up; you'll need to delete old ones or upgrade.
- Pick it if you run many order, registration or application forms with uploads and payments.
Typeform: polished and conversational
Typeform shows one question at a time, which can feel more personal than a long page.
- Free: the page says it includes basic features with a limited number of responses a month, without stating the number.
- Basic: $39/month, or $28/month billed yearly, 100 responses a month, 1 user.
- Plus: $79/month or $56 yearly, 1,000 responses, 3 users. Business: $129/month or $91 yearly, 10,000 responses, 5 users.
- Limits: price per response is high at the lower tiers. Our Typeform alternatives guide compares cheaper options.
- Pick it if form experience and brand matter more than volume, for example a lead or application form.
Paperform: forms that look like pages
Paperform lets you build a form that reads like a landing page, with text, images and questions mixed together.
- Free: permanent, 30 submissions a month and 3 signed documents a month.
- Pro: $59/month, or $49/month billed yearly, with unlimited submissions under fair use and 25 signed documents a month.
- Business: $149/month, or $124 yearly. Paid plans have a 7-day free trial with no card.
- Limits: 30 free submissions a month is only enough for testing.
- Pick it if your form is also the page, such as a simple order or booking page.
Zoho Forms: for Zoho users
Zoho Forms fits naturally if you already use Zoho CRM or other Zoho apps.
- Free: 3 forms and 500 submissions a month.
- Paid: Basic (10,000 submissions a month), Standard, Professional and Premium plans, all with unlimited forms. The pricing page we checked didn't display the dollar amounts, so we haven't listed them.
- Pick it if your data should land in Zoho.
Formstack: for document-heavy organisations
Formstack targets organisations that turn form data into documents and signatures.
- Forms: from $83/month paid yearly ($99 listed), 1 user, 25 forms, 1,000 submissions per form, 2 GB storage.
- Suite (Forms, Documents and Sign): from $250/month paid yearly, 3 users, 100 forms.
- Trial: 14 days, no card. No free plan.
- Pick it if you need forms, generated documents and e-signatures under one contract.
When a custom form makes more sense
A form builder is the right answer for surveys, contact forms and sign-ups. It gets awkward when the form is really the front of a process: a maintenance request that staff need to assign and close, a client intake form that should create a record and a login, or a quote request where the price depends on rules a form builder can't express.
In those cases, building a small app can be simpler than chaining a form tool to a spreadsheet and an automation tool. With Mythex, you describe what you need in chat, for example "an intake form, a staff page to filter and assign requests, and a page where each customer sees the status of theirs", and the AI builds it with a live preview. It adds a database, login and file storage when the app needs them, and you publish to a URL in one click. Free gives 5 credits a day; Pro starts at $25 a month and adds code export and GitHub. If the form produces prices, the quotes builder is a closer starting point, and our guide on how to build a form builder walks through the general case.
The honest trade-off: you won't get a template library, built-in analytics or dozens of ready-made integrations, and anything you want to connect is code you maintain. For a contact form on an existing site, see how to add a contact form or just use Tally.
Who each suits
- Free and capable: Tally.
- Internal forms with Google or Microsoft: Google Forms or Microsoft Forms.
- Many responses, low cost: Fillout.
- Payments and uploads at scale: Jotform.
- Branded, conversational forms: Typeform.
- Form as a page: Paperform.
- Zoho data: Zoho Forms.
- Documents and signatures: Formstack.
- The form starts a process you manage: a custom app.
Verdict
Start with Tally or Google Forms; most people never need more. Move to Fillout when volume grows, Jotform when payments and uploads matter, and Typeform when the look of the form is part of your brand. Check the limit you'll actually hit first, whether that's responses a month, active forms or stored submissions, and price each tool against your real volume.
Questions
What is the best free form builder?
As of October 2026, Tally's free plan offers unlimited forms and submissions within fair use, with logic, file uploads and signatures. Fillout's free plan includes unlimited forms and seats with 1,000 responses a month. Google Forms is the simplest option if you already have a Google account.
Is Typeform worth paying for?
Typeform is one of the most polished conversational form tools, but it's priced by responses: as of October 2026 Basic is $39 a month ($28 billed yearly) for 100 responses a month. If you collect many responses, Fillout, Tally or Jotform usually cost less for the same volume.
How many responses can a free Microsoft Forms account collect?
Microsoft's support site says a form made with a free personal Microsoft account (Outlook.com, Hotmail or Live) can receive up to 200 responses, and up to 1,000 with a paid personal account. Work and school accounts have much higher limits.
Which form builder is best for payments and file uploads?
Jotform is built for business forms with payments and uploads, though its free Starter plan is capped at 5 active forms and 100 submissions a month as of October 2026. Tally includes file uploads on its free plan. Google Forms requires respondents to sign in to Google to upload a file.
When should I build a custom form instead of using a form builder?
When the form is the front door to a process: submissions need to go into your own database, people need to log in and see the status of what they sent, or the form has to follow rules a form builder can't express. For a simple survey or contact form, a form builder is faster.
